International WhatsApp OTP: US and EU numbers

Every project can now send OTPs over WhatsApp to US and EU-area phone numbers, using the same otp/send and otp/verify endpoints already used for Indian (+91) numbers. Enable it region by region from the new International WhatsApp OTP card on your project details page, which shows each region’s rate before you turn it on — nothing is enabled by default. International sends are WhatsApp-only with no SMS fallback: a delivery failure returns an error and the charge is refunded automatically instead of retrying over SMS. Projects with their own connected WhatsApp Business Account are billed a flat facilitation fee per international send instead of the per-region rate.
